It pointed to Windfall luck in here. Following is from “aoefengshui ZWDS Foundation Course”:
Wu-Qu at Chen-Xu-Chou-Wei：Windfall and lack of good fortune in this life in general.
a. Wu-Qu is the biggest wealth star of Zi-Wei-Dou-Shu and Tan-Lang is in the second position. When Wu-Qu and Tang-Lang located at the Self-Palace, it means good luck for windfall money.
b. The best decade for windfall money is in the middle or old age. It would be very hard to keep the windfall money if it’s in the age of 20s or 30s.
c. The meaning of “Windfall”: Money from Investment and Speculation. And need to contribute some money to the community after windfall luck, or it would affect the own happiness afterwards.
d. The decade of windfall luck: When Decade Life Palace goes into the Heavenly Branch of Ji, or Decade Wealth Palace or Decade Career Palace goes into the Heavenly Branch of Ji. Anyway when Decade Wealth Palace or Decade Career Palace related, the windfall luck would be a little bit weak.
e. The windfall luck would only last around 3 years, should try best to keep the money afterwards.
f. The windfall luck also means the unlucky for money fortune in this life —in general, because only the decade of Ji would bring this kind of luck.

– When you say look at the palace with Hua-Ke, do you mean to look only to the place where the Hua-Ke was sent (example Palace A) or find the palace where the Hua Ke is opposite (example Opposite of Palace A is Palace C). In this case, to find Palace C? Or both? <– Hope I am making sense.

A: Any other internal place is acceptable.

A: Any other internal palace is acceptable. Anyway “Wealth Ji to Self-Palace or Health-Palace” means more money than the other internal palaces.

A: When I say look at the palace with Hua-Ke, it means the palace which Life Hua-Ke located. It’s kind of vibration between “Self Hua-Ke/Ke to Opposite” and “Life Hua-Ke”. We will go through this in details at the Advanced Course.

When you mention

do you mean lack of both windfall and good fortune or there’s windfall but lack of good fortune. Just to make sure there’s no typing error.

What I try to say: he/she will have windfall luck in this life, maybe for 2-3 years. But in general or for most of the other times, his/her wealth luck is not good.

When Wu qu and tan Lang are in Chou in 身, they can be flanked by bright sun and bright moon. For 日月夾命, is wealth luck still poor in general?
